State procurement landscape in India
India's 28 states and 8 union territories collectively account for roughly 60% of total government procurement by value. The largest states by procurement volume have invested in their own portals: Maharashtra uses MSTC and its own MAHATENDERS system; Karnataka operates a dedicated portal for PWD, KRDCL, and BMRCL; Tamil Nadu runs separate portals for key departments including TANGEDCO, TWAD, and Highways; Andhra Pradesh and Telangana each maintain comprehensive e-procurement systems under their IT departments; and Uttar Pradesh, Rajasthan, and Gujarat operate high-volume portals covering works, goods, and services.
Key state portals and their coverage
Maharashtra processes some of India's highest-value state tenders through MSTC (construction and infrastructure) and MAHATENDERS (goods and services for all departments). Karnataka's e-GP portal covers over 4,000 procuring entities. Tamil Nadu's Integrated Financial and Human Resources Management System (IFHRMS) and departmental portals together publish thousands of tenders monthly. Andhra Pradesh's AP e-Procurement platform has been cited as one of the most transparent state systems in India. Telangana's platform covers all state government departments under a unified login.
Registration and common requirements
Each state requires separate vendor registration. Common documents across all states include GST registration, PAN, Class-3 DSC, a registration fee payment, and in many cases Udyam (MSME) registration for SME preference. Works contractors must hold the relevant state contractor classification. Many states also require proof of annual turnover meeting a specified multiple of the tender value.
