What is GePNIC?

GePNIC (Government e-Procurement System developed by NIC) is the National Informatics Centre's shared SaaS e-tendering platform, offered as a managed service to state governments, union territories, and public sector enterprises that do not operate their own e-procurement infrastructure. Over 25 state and UT governments use GePNIC-based portals as their official tendering platform. This includes procurement by state PWDs, irrigation departments, rural development agencies, urban local bodies, and state-owned corporations. Because it shares a common technology base, the buyer interface looks similar across instances, but each state instance is a separate deployment with its own vendor registration.

Coverage and scale

States using GePNIC-based platforms include Bihar, Jharkhand, Uttarakhand, Himachal Pradesh, Nagaland, Mizoram, Tripura, Manipur, Meghalaya, Arunachal Pradesh, and several others. Combined, these states publish tens of thousands of tenders annually covering roads, bridges, irrigation canals, school and hospital construction, IT systems, vehicle hire, manpower supply, and departmental stores.

Registration and participation

Vendors must register on each state's specific GePNIC instance separately. Common requirements include valid PAN, GST registration, a Class-3 DSC, and payment of a registration fee. Some states have mutual recognition agreements, but these are exceptions. Tender documents are downloaded after paying a non-refundable tender fee, and bid security (EMD) is submitted digitally in most recent implementations.
