What is PWD Registration?

Every state has a Public Works Department (variously called PWD, Lok Nirman Vibhag, Rajya Nirman Mandal, or similar names) that manages the largest share of state capital works procurement. PWD registration is the state's mechanism for pre-qualifying contractors for this procurement. The registration process involves: submission of application form with personal/firm/company details, audited balance sheets and income tax returns for 3 years, bank solvency certificate, completion certificates for past works, list of technical staff and equipment, GST, PAN, EPF, ESI certificates, and payment of registration fee.

The registration committee reviews documents, may call for a personal interview or site visit, and issues a registration certificate specifying: state, class (A/B/C/D/Special Class), category (roads, buildings, bridges, irrigation, electrical), and financial limit for eligible tenders. Validity is typically 3 years with renewal. Registration is state-specific, registration with UP PWD does not qualify a contractor with Maharashtra PWD.

Some state PWDs maintain separate registrations for different engineering wings (B&R, Buildings and Roads, PWD/NH for national highway works, Irrigation PWD for dam and canal works). Contractors must identify the relevant wing and register accordingly.

Why PWD registration matters for Indian government suppliers

State PWD tenders represent the largest volume of government works procurement in most states, covering every road in the state, every government building, and much of the public infrastructure. Without PWD registration, a contractor cannot bid for this massive procurement pool. Since registration is state-specific, contractors expanding to new states must budget time and resources for multi-state registration across all target states.

Example

A civil contractor in Rajasthan applies for PWD (B&R) registration in Class A (works up to Rs 2 crore). The application is submitted to the Superintending Engineer (SE) of the relevant PWD circle with audited balance sheets showing AAT of Rs 2.5 crore, completion certificates for three roads works of Rs 50 lakh each, a solvency certificate of Rs 80 lakh, PAN, GST, EPF, and ESI certificates, and a registration fee of Rs 5,000. Is PWD registration the same across all states?

No. Each state defines its own registration classes, financial limits, fee structure, and eligibility criteria. Some states (e.g., Maharashtra, Tamil Nadu) have well-documented and online registration processes; others remain largely paper-based. The NIT for each state tender specifies which state's PWD registration is required.

Can a contractor from another state bid for a PWD tender in a new state?

Some states allow out-of-state contractors to bid for tenders above a specified value if they hold an equivalent registration from their home state or from CPWD. Others require local PWD registration. Check the specific NIT, it will specify whether state-specific registration is mandatory or whether equivalent registration is accepted.

What is the difference between PWD registration and CPWD registration?

CPWD (Central Public Works Department) is the central government's PWD handling central government buildings and infrastructure. CPWD registration is required for central government works. State PWD registration is for state government works. The two are separate registrations with separate processes, though experience certificates from one are typically accepted by the other during the registration application.

Does PWD registration cover irrigation and water works?

It depends on the state. In some states, PWD handles all public works including irrigation; in others, a separate Water Resources Department (WRD) or Irrigation Department has its own registration process.
