PSU procurement in India

Central Public Sector Enterprises (CPSEs) are among the largest buyers of goods, services, and works in India. The major PSUs collectively spend over ₹10 lakh crore annually through their procurement channels, covering everything from engineered equipment to manpower services. Unlike government department procurement (which must go through CPPP or GeM), PSUs operate independent procurement portals and follow their own procurement manuals, though they are subject to CVC guidelines and CAG audit. How PSU procurement works

PSUs issue Enquiries (for small value items), Limited Tenders (invited from approved/registered vendors), Open Tenders (published on their portal and CPPP), and Expression of Interest (EOI) notices for empanelment. Large capital procurement follows a more elaborate process: Request for Information (RFI), then Request for Proposal (RFP), then contract award. Framework agreements and long-term contracts (LTCs) are common in the oil and gas sector. PSUs frequently require vendor registration on their in-house systems before a supplier can receive tender documents or submit bids.

Each PSU maintains its own vendor registration system, categorised by material group, equipment type, or service category. ONGC's Integrated Vendor Registration System, NTPC's VIMS, BHEL's supplier portal, and SAIL's portal all require separate applications. Registration typically requires NSIC, BIS, or other quality certifications specific to the material category.
