India's defence procurement ecosystem is governed by the Defence Acquisition Procedure (DAP) 2020, administered by the Department of Defence Production under the Ministry of Defence. Procurement is spread across several independent entities: DRDO (Defence Research and Development Organisation) and its 50+ laboratories, the three defence PSUs BEL (Bharat Electronics), HAL (Hindustan Aeronautics), and BEML (Bharat Earth Movers), the Ordnance Factory Board (now reorganised into 7 DPSUs), and direct procurement by the Army, Navy, and Air Force for equipment and services.

Types of opportunities

Defence tenders span a wide range: laboratory consumables and instruments for DRDO, electronic systems and components for BEL, aircraft maintenance and aerostructure sub-assemblies for HAL, ammunition and ordnance stores for DPSU Ordnance units, civil works at defence establishments, catering and facility management, and strategic capital acquisition tenders under DAP categories (Buy Indian, Buy and Make India, Make in India). IDDM (Indigenously Designed, Developed and Manufactured) category tenders carry a 50%+ preference for Indian content.

Vendor approval and SIDBI / MSME preferences

Most defence PSUs maintain approved vendor lists for specific items. New vendor enlistment requires technical qualification audits and sometimes production facility assessments. MSME and Startup vendors qualifying under the DAP Make-II route can approach individual services with unsolicited proposals for indigenous development of identified import-substitution items. Indef certification or BIS/MIL-SPEC equivalents are frequently required.
