EMD is typically 2 percent of estimated contract value for PWD works. GSIDC tenders sometimes specify EMD as a fixed sum. Payment is by demand draft or online payment. PBG at 5 percent is standard within 15 days of award.

For coastal engineering and marine works, technical qualification emphasises prior coastal project experience, proof of specialised equipment availability (dredgers, concrete pumps for seawall works), and proof of compliant prior work under Coastal Regulation Zone (CRZ) norms. Include your CRZ compliance track record explicitly in your technical bid.

Goa's procurement cycle tends to slow during the monsoon (June to September) when coastal works are infeasible, and accelerates sharply in October to March. Plan your bidding calendar accordingly and ensure your resources are mobilisation-ready for the October window.

Pre-bid meetings for GSIDC and smart city tenders are particularly important because scope changes are common after initial NIT publication. Questions raised at pre-bid in writing, and answered in corrigenda, can meaningfully reshape the cost structure of a bid.
