Andhra Pradesh Government Tenders

Reach one of India's fastest-growing state infrastructure markets.

Andhra Pradesh is one of India's most active state procurement markets, driven by large-scale capital expenditure in road infrastructure, irrigation projects, urban development under TIDCO and CRDA, and a growing IT services sector anchored in Visakhapatnam. The state's bifurcation from Telangana in 2014 accelerated investment in new administrative capital development, making AP a rich opportunity for civil contractors, IT vendors, consultants, and equipment suppliers who understand its procurement systems.

Overview

The Government of Andhra Pradesh procures through the AP Finance Department and the Andhra Pradesh Central Finance and Accounts Services (APCFSS). Procurement is managed digitally through the AP eProcurement portal (https://tender.apeprocurement.gov.in). The state follows the AP Transparency in Public Procurement Act, 2012. Annual state procurement spend is estimated in excess of INR 60,000 crore across departments, with major contributions from the Roads and Buildings Department, Irrigation and CAD Department, and the AP State Housing Corporation.

Where tenders are published

The primary portal is the AP eProcurement System operated by NIC. All government department tenders above INR 2 lakh must be published on this portal under state rules. In parallel, central government pass-through procurements undertaken by AP agencies appear on the Central Public Procurement Portal (CPPP). GeM is used by state departments and government-run societies for routine goods and services procurement, particularly office supplies, IT hardware, and vehicles.

What they buy

AP government procurement is concentrated in the following categories:

  • Roads, bridges, and elevated corridors under the Roads and Buildings Department
  • Irrigation canals, lift irrigation schemes, and dam construction under major and medium irrigation projects
  • Urban infrastructure including water supply, sewerage, and smart city works under CRDA and municipal corporations
  • IT systems, software development, and data center services for e-governance initiatives
  • Housing construction under the AP State Housing Corporation and YSR Housing Scheme
  • School and health infrastructure including buildings, equipment, and lab supplies

MSME and local vendor programs

Andhra Pradesh offers price preference to local MSME units registered in the state under the AP MSME Policy. Units registered with the AP Industries Department or holding Udyam registration are eligible. For tenders below INR 50 lakh, preference is given to AP-based MSMEs during evaluation. The state also runs the Ease of Doing Business portal to simplify vendor registration. Central MSME exemptions on EMD and tender fee apply to MSME-registered bidders across most state tenders, consistent with GoI directives. Vendors should obtain a state MSME registration alongside their Udyam certificate to maximise preference benefits.

How to win state tenders

Register on the AP eProcurement portal before a tender you want closes. Registration requires a DSC (Class 3), company PAN, GST registration, and bank account details. The portal uses a two-envelope system for most works tenders: technical bid and financial bid are uploaded separately and opened sequentially.

EMD norms follow the state's standard schedule: typically 2.5 percent of the estimated contract value for works, deposited by demand draft, BG, or online payment through the portal. Smaller tenders below INR 1 crore may allow EMD by NEFT. Successful bidders are required to submit a Performance Bank Guarantee of 5 to 10 percent of the contract value within the stipulated period after award.

Pre-bid meetings are common for tenders above INR 5 crore. Attend these in person or through an authorised representative because clarifications accepted at pre-bid meetings are binding for the issuing authority, and queries raised only by letter after the meeting may not receive a formal response. The minutes are published on the portal.

For works tenders, technical qualification criteria typically include annual turnover of 1.5 to 3 times the estimated value, similar-work completion certificates, net worth requirements, and equipment availability declarations. Build these documents into a ready compliance pack before the NIT is published so you can respond rapidly when a tender opens.

Track AP eProcurement portal corrigenda carefully. Addenda and date extensions are common, and a missed corrigendum can result in a disqualified bid due to non-compliance with revised specifications.

Frequently Asked Questions

How do I register on the AP eProcurement portal?

Visit the AP eProcurement portal and click on Bidder Registration. You will need a valid Class 3 DSC, your company's PAN, GST registration certificate, and bank details. After online registration, submit physical documents to the APCFSS office for verification. Registration is free and valid for all AP government tenders.

What is the EMD requirement for AP tenders?

EMD is generally 2.5 percent of the estimated tender value for works contracts. For goods and services tenders the rate is set by the procuring department, typically 2 to 3 percent. Central MSME-registered units are fully exempt from EMD. Payment can be made by demand draft, BG, or online through the AP eProcurement portal's payment gateway.

Are AP tenders open to vendors from other states?

Yes. AP government tenders are generally open to vendors from across India unless the NIT explicitly specifies a local preference for a specific category. However, AP-registered MSMEs receive a price preference during evaluation, which can influence the outcome for smaller value tenders.

Which departments issue the largest volume of tenders in AP?

The Roads and Buildings Department, Irrigation and CAD Department, AP Housing Corporation, and Panchayati Raj Engineering Department issue the highest tender volumes in AP. The state's IT Department and APSFL also issue significant tenders for IT infrastructure and connectivity projects.
