What is Udyam Registration in government procurement?
The Udyam portal is operated by the Ministry of MSME. Registration is online, free, and entirely self-declaratory. The applicant provides their Aadhaar number (for sole proprietors) or the firm's PAN and GSTIN (for companies, LLPs, and partnership firms) and declares the enterprise's investment in plant and equipment or machinery, and annual turnover. The portal cross-verifies these declarations against the IT returns and GST filings linked to the PAN and GSTIN.
Based on the declared and verified investment and turnover, the portal classifies the enterprise as micro, small, or medium and issues a Udyam Registration Number (URN) in the format UDYAM-XX-00-0000000, where XX is the state code. The Udyam Certificate carries this number, the enterprise name, date of registration, activity type (manufacturing or services), and the MSME classification.
Udyam Registration is permanent: once registered, the enterprise retains its registration indefinitely. However, classification can change annually based on actual investment and turnover figures pulled from tax filings by the portal. If a firm's turnover crosses the threshold for its current category in a financial year, the portal automatically reclassifies it upward, and it may lose the procurement benefits associated with the lower category.
Existing UAM-registered firms were required to re-register on the Udyam portal by March 31, 2022. Firms with UAM numbers that did not re-register on Udyam have their old UAM registration treated as invalid for procurement purposes.
Why it matters for bidders
Udyam Registration is the gateway to all MSE procurement preferences. Without a valid, current Udyam Certificate, a firm cannot claim EMD exemption on government tenders, cannot participate in MSE-reserved tenders, cannot benefit from the 15% price preference window on GeM, and cannot be counted toward a ministry's 25% MSME procurement target.
The registration process is simple and can be completed in a single session online if the firm's PAN, GSTIN, and the promoter's Aadhaar are available. The certificate is available immediately on successful registration. There is no fee.
Firms should verify their Udyam number is correctly linked to their GeM seller profile and CPPP registration. Some firms complete Udyam registration but fail to update the number on their procurement portal profiles, losing the automatic benefits that portal systems apply to verified MSE sellers.
