The Measurement Book (MB) is the official government register in which the quantities of work actually executed by a contractor are measured and recorded by the engineer-in-charge or their authorised assistant. Payments in government works contracts are made strictly on the basis of measurements entered in the MB, a contractor is paid only for what is measured and recorded, not for what it claims to have done.

What is a Measurement Book in government procurement?

The MB is one of the most important accountability documents in Indian public works administration. It is a bound register, numbered and issued by the accounts department, in which every item of work is entered: the item description as per the BOQ, the measurements taken (length, width, height, or other applicable dimensions), the calculated quantities, and the running total. Both the measuring officer and the contractor's representative sign each set of measurements, creating a jointly witnessed record.

Under CPWD Manual Vol 2 and most state PWD manuals, measurements are taken periodically (usually monthly or at defined progress milestones) and entered in the MB before a running account bill is processed. The contractor cannot raise a bill for work that has not been measured. The engineer-in-charge (EIC) is responsible for ensuring measurements are taken timely, accurately, and in accordance with the relevant schedule of rates and standard measurement procedures.

The MB is a government account book and is subject to audit by the Comptroller and Auditor General (CAG). Entries in the MB cannot be erased, corrections are made by striking through the incorrect entry, writing the correct value, and signing the correction. This creates an auditable trail. Tampering with MB entries is a criminal offence.

In the era of e-procurement, many departments are transitioning to digital MBs maintained in systems like the CPWD's e-Measurement system, GePNIC's e-MB module, or department-specific ERP platforms. The digital MB has the same legal standing as the physical register once appropriately authenticated.

Why it matters for bidders

The MB governs cash flow for works contractors. If measurements are delayed, bills are delayed. A contractor who completes Rs 80 lakh of work in a month but gets only Rs 50 lakh measured will receive payment only on the Rs 50 lakh. The unmeasured Rs 30 lakh sits as unbilled work-in-progress, creating a working capital gap.

Contractors should actively track when measurements are due and follow up with the site engineer to ensure timely measurement. In many departments, junior engineers are overloaded and may deprioritise measurement unless the contractor follows up. Documenting follow-up efforts is also important, if a dispute arises later about what was done and when, the contractor needs to show it raised measurement requests in writing.

Contractors should also attend every measurement session and review every entry before signing. Signing an MB entry constitutes acceptance of the measured quantity. Contested measurements should be flagged immediately, with objections noted in writing at the time of signing or immediately thereafter.

Example

A civil contractor completes the foundation and plinth beam work for a government warehouse. The assistant engineer conducts a joint measurement: column pads measured at 48 nos × 2.1m × 2.1m × 0.6m depth = 127.1 cubic metres of concrete; plinth beam measured at 420 running metres. Both parties sign the MB entry. On this basis, the contractor raises Running Account Bill No. 2 for Rs 28.4 lakh, referencing the MB number, page numbers, and item quantities. The accounts office processes the bill against the MB record.
