What are Electrical Works in government procurement?
Electrical works may be procured as a separate standalone tender or as part of a composite civil-electrical-mechanical (CEM) works package for a complete building or infrastructure project. For large government buildings, CPWD typically issues separate tenders for civil works and electrical works, each with their own BOQ and schedule of rates. In some cases, all three trades are combined in a single contract with a composite BOQ.
The Schedule of Rates for electrical works is published by CPWD (CPWD Electrical DSR, Delhi Schedule of Rates for Electrical Works) and by state PWDs. These schedules list standard rates for common electrical items, per metre of conduit, per light point, per circuit breaker, per unit of transformer capacity, updated periodically to reflect material and labour cost changes. Contractors price electrical BOQs against these schedule rates in percentage rate tenders, or quote item-by-item in item rate tenders.
Measurement for electrical works follows specific norms: wiring is measured by the point (a complete circuit from distribution board to outlet, including conduit, wire, and fitting), conduit by metre run, and equipment by number or capacity. The CPWD Electrical Specification and the BIS standards define the workmanship and material quality requirements.
Contractors executing electrical works must hold a valid electrical contractor's licence from the relevant State Electrical Licensing Board, and their key technical staff must hold electrical supervisory certification. These licences are mandatory for bid eligibility.
Why it matters for bidders
Electrical works contracting requires sector-specific licencing and technical expertise. A civil contractor cannot execute electrical works, both the contractor entity and its key personnel must hold appropriate licences. For composite tenders, contractors who do not have an in-house electrical division must either partner with a licensed electrical subcontractor or decline the electrical component.
Electrical works are also subject to mandatory pre-commissioning tests (earth resistance tests, insulation resistance tests, high voltage tests for HT equipment) that must be witnessed and certified by the electrical inspector before the installation is energised. Failing these tests delays commissioning and, consequently, completion certification.
Example
CPWD issues a separate tender for electrical works in a new central government office complex in a state capital. The estimated cost is Rs 4.8 crore. The BOQ covers 420 light points, HT supply cable, a 630 kVA transformer, earthing systems, fire detection cabling, and DG set installation. A licensed electrical contractor bids Rs 4.6 crore (percentage below schedule of rates for all items). After L1 award, the contractor executes over 8 months, with measurements taken by the CPWD electrical AE. Pre-commissioning tests are conducted by the state electrical inspector before energisation.
